Why not just open source any deliverable from a startup camp - or if it must be comerical, have a mini "auction" at the end?
Personally, I think trying to work out the comercial side of the camp might prove to be more difficult than its worth. Last thing that a startup camp needs are any sort of legal issues. Especially since the deliverable isnt the primary purpose of the event. Just throwing in my 2c.
