Good point. How often do you rock up to work and they tell you "today you are going to produce whatever you want..."
A more realistic project may be "produce X in the best way possible" and as you suggested you then have two or three teams working on the one project. You could even have a follow up project to redo the whole thing from scratch taking the lessons learned from the three teams, and taking the best from each. Competition is good, and you'll have three times the chance the idea implementation will succeed.
