On Utah Gateway, you have it set for just the group that 1251 is a part of.
Example Utah Group

On WPB Gateway, you have it set for just the group that 1259 is in. Example
WPB group

Under each Gateway, you define with Dial Plan they can access - Local, LD,
Toll Free, etc.

When 1251 dials out, provided he is in Utah Group only, it will check his
user profile to see which dial plans he has permission to use - local, LD,
Toll Free, and it will access those from the list under the gateway Utah.

Now, I don't know the actual algorithm for this, so I may be incorrect on
the steps it takes, but that is approximately the scenario I understand from
working on customer systems with these options.

There's an issue with using location based gateways in dial plans. Make
sure you only have one user group defined for the user. If that user is in
multiple groups you won't be able to make sure you know which group is the
first one in the database (not the one listed first because they are
displayed alphabetically).

Also, keep in mind dial plan order processing. If you dial a number and you
match a dial plan entry but don't have permission to use that dial plan you
will get re-order...

Thats pretty much what I found, so, lets start from scratch:

user 1251 I want to dial out of the 'utah' gateway (local, LD, toll free,
doesn't matter)
user 1259 I want to dial out of the WPB gateway (local, LD, toll free,
doesn't matter)

if you have two toll plans, and digits will match both, and (randomly) the
first one that it hits gets permission error, and it never rolls over to one
it has permission on, how would you get this to work?

(and how do you diagnose it!)
