I'm answering myself but assuming someone cares...

The overlapping channel issue did not solve the problem, we still only got
400k off of the second tower on channel 6.  I started troubleshooting and
found that even though channel 6 was open on our SA, if we moved it to
channel 1 our throughput jumped to 2 megs with spikes to 2.5.  So we left it
on channel 1.

Has anyone else noticed certain channels being inherently slower than
others?
