We are being sort of nit picky here, but it is interesting. The purpose of the low point drain, of course, is to be able to drain water. Some is condensate, and some may be residual after a dump. Once all drains have been cleared, any water that accumulates will be condensate.
The purpose of the drum is to allow draining without tripping the DPV. It is not specifically to contain water. Whether water settles in the drum, or above the drum is of no consequence. So with a half dozen low point drum drips in a warehouse, I get a little more protection against a leaking drum drip valve, if both are closed. Tome for my nap. Top valve should normally be open.
