Actually Tom the picture on the front of the instructions I had in my hand at the time shows it clamped to the pipe. Then if you look inside on page 2 of 3 at Fig. 2 "Typical Mounting Diagram" for a Lever Handle also shows it clamped to the pipe. As does Fig. 3 and Fig. 4 on page 3 of 3 where it shows it mounted on a TEE Handle style of ball valve. The it comes with 2 sets of mounting clamps depending on the pipe/valve size: Small for pipes 1/2" to 3/4" Large for pipes 1" to 2" Potter Part number 1000040 RBVS W/O Cover Tamper I have 6 on the shelf as "Left Overs" from a job they did before I was in this department...
