Thom, You can look at the backflow in two ways. Because it is the water purveyors' rule that requires them (and in Washington at least plumber's work by law) you could say the sprinkler system doesn't start until after the second valve. Or you could say that because they are listed with those ball valves attached they are part of a listed system and so acceptable in the all alphabet soup flavors of 13. When on drum drips they under ancillary use and are also acceptable.
