In reality, the format used is whatever the architect or owner says it will be. When I got started in the consulting side of this biz in 2001 I started introducing the area design teams to the concept of sprinklers in Division 13. On a few occasions, the owner or the architect changed it back to Div. 15 because they had never seen Div. 13 used for sprinklers and/or they didn't want to confuse the bidding contractors. Now many have changed to the 2004 (6 digit) format; many are still using the older format; some still keep sprinklers in Div. 15.

When you see spec.'s in Div 15 for fire sprinkler it's a good indication that they don't know fire sprinklers, or haven't updated their spec since 1986 when Fire Sprinklers moved to Div. 13. (That's right you've been seeing the same "Canned" spec that is at least 23 years old. Possibly older than some on this forum.) When you see a spec. in DIV. 13, but you local code is NFPA 13 2007, know that Fire Sprinklers were no longer in Div. 13 when 2007 was adopted, and may not include all its changes and provisions.
