Yes if the clubhouse is for the sole use of the residence. And only the A3 gets 13 not necessarily the whole floor. And no to the concealed spaces. See 13R '02 2-5.2 the list of 13 things does not include concealed spaces. Actually annex in '07 6.7.2 is even clearer.
The real question is who is using the clubhouse. 300 people sounds large and if they rent to the public for a wedding or something like that technically the entire building is 13 concealed spaces, attics and all. The 13 system would be provided throughout the 1st floor (including combustible concealed floor/ceiling assembly) above the 1st floor is another fire area and therefore would be 13R above.
