How about this scenario for a building with 13 and 13R systems in ICC land:
4 story residential building with attached clubhouse on 1st floor (non-fire wall separation between clubhouse). Clubhouse is an A3 occupancy with an occupant load exceeding 300. R occupancy requires 13R system however the A3 occupancy requires a 13 system throughout the "fire area" only per 06 IFC 903.2.1.3. The 13 system would be provided throughout the 1st floor (including combustible concealed floor/ceiling assembly) above the 1st floor is another fire area and therefore would be 13R above.
