there are two fine points you jumped over.  First, IBC does not  
require a 13R for residential occupancies.  It says per 903.3 which  
encompasses 13, 13R and 13D so you can use whichever is allowed.   
Obviously 13D is off the plate since it states in 903.3.1.3 for one  
and two family dwellings (the fact that IBC is sloppy regarding 13D is  
a story for a different time).  The second point is that 903.3.1.2 for  
13R says in BUILDINGS of Group R.  Not portions of buildings nor fire  
areas.  The whole enchilada has to qualify for its use.

Now 13R attempts to use predominate in a manner I discussed  
yesterday.  SO for this example, if the club house was for the  
exclusive use of the residents, then the entire building is 13R and  
that portion uses a few pieces of 13 but not the combustible spaces or  
hose stream (as just two big items) since it is a building following  
13R.
