Is the clubhouse for residents only or for the general public? Is the Clubhouse considered to be "incidental" to the residential occupancy? The real interesting question would come if the apartment/clubhouse was part of a multi-building complex and the Clubhouse was only for residents of the complex. NFPA 13R section A1.1 covers this a little.
