"Predominate"  was used since the ICC is black and white on other uses  
where 13R needs to allow WHO is using the other occupancies to drive  
the decision.  It s not really driven by risk but by continuity of  
operation.  A kitchen or office spaces used exclusively by the  
residents is not impacted if the building shuts down due to the roof  
burning off since the building is closed/residents gone.  Now if that  
was TGIF or a law firm, they rightly expect a higher level of  
protection per 13.

The ICC will certainly have a hard time differentiating how you treat  
an occupancy based on who uses the space verses a simple how the space  
is used.
