We have a customer whose pre-action system for a library is impaired due to 
electrical/ detection
problems. He has had a contractor trip it into a wet pipe system. We are 
looking for a code reference
prohibiting this kind of "repair". Is this possibly just an AHJ decision?
Any suggestions?

The engineer quite likely means the use of high pressure steel braided rubber 
hose, or something
similar.

We have approved high pressure steel braided rubber hose for these situations 
often, as long as they
installation is such that the hose remain submerged.  Not a whole lot of better 
options that we are
aware of at this point.
