Back in the Water Supplies chapter then in the Annex it states that if
less than 6 in. for a combined main, the domestic should be added to
the calc. FYI - this is in the process of changing to 4 in for the
2012 edition. IT also uses some sloppy code writing by saying if a
substantially domestic demand is present it should still be included.
