23.1.3.1 & 23.1.3.2 (2007 Edition) say that you need a minimum 6" to feed
hydrants. If you are feeding sprinklers only, you can size the water supply
based on hydraulic calculations.

Where in 13 is that?

I believe the main difference is that 13 calls for 6in min water supply for
a combined service.

I find it curious that if you have a 4-story residential building and design
it to NFPA 13R, you would have to include the domestic demand but take the
same building and add a garage in the basement and commercial space on the
ground floor and now you don't have to include the domestic demand because
NFPA 13 does not require it.

In such buildings with a combined water entry, I've been adding the domestic
demand in accordance with the guidelines of 13R.

Why are you asking since it is normally not included in the calculations.
