The state of Minnesota Fire code amended the IFC to read "Sprinkler protection need not be provided on the ceiling of rooms containing swimming pools when the pool area is used exclusively for swimming purposes and when sprinklers are provided around the perimeter of the pool area." Possible your state/jurisdiction has done something similar.

Couple that to all the areas that are specifically exempted, pools not being one, and the only possible interpretation is that pool areas must be sprinklered.
