IT is referring to the surge pressures running through the distribution system. 
 The non flowing churn pressure fits right in the definition.  The problem is 
not one of potential rupture etc but of liability of knowingly exceeding the 
preassigned line in the sand.

What's the occupancy classification for the lower areas where you are at 178 
psi?
