Who is responsible for verifying requirements for Fire Flow (IFC 507.3), (not
talking about sprinkler flow)?

You didn't state if this was a residential job, commercial or other type and
what kind of water source you had.

If the Civil engineer doesn't understand basic fire protection hydraulics, the
owner needs to get another civil engineer.
