I assume we're also talking here about something simple like email all
unverified accounts again, and including something about Fennec in that
email? (Do we have a record of what kind of device they started
verification from?)

For single device users we could also pop up a reminder in the browser
about Fennec (and eventually ios)

So it seems like there's some low-hanging fruit in just adjusting the email
and the confirmation page, and a chance to do some easy A/B testing around
it.
