Agreed, I think we can reasonably consider these as "transactional" in
the same sense as the first verification email. We should still clear
it with all the relevant folks to be sure though, and make sure we have
a way for the user to say "stop bugging me with these emails".
I don't know how much tracking of it is done for privacy reasons, but
could the verify accounts be weighted towards those whose device(s)
regularly sync or has been touched recently? I'd expect that someone
whose device has only synced a few times to not care as much about it.
