IIUC, we're bound by Mozilla's legal requirements (and our desire to

You may not have seen it if you're a long-time sync user, but we do now
have a mechanism for soliciting this consent - a recent Firefox Accounts
update added a "communication preferences" page and an opt-in checkbox
on signup.
IMO, these "communication preferences" aren't hitting the sweet-spot for
these emails. The main page offers to subscribe to "Get the latest news
about Mozilla and Firefox" and while "Email Preferences" gives more
fine-grained control, all options seem somewhat "spammy" to me - ie,
even if I did bother to look into these options, I'd personally be
unlikely to enable any of this mail.
But rfeeley's idea isn't about getting the latest news - there are 2
things listed:
* periodic reminders about unverified accounts: I'd argue that we don't
need the user to opt-in for these kinds of emails in the same way they
don't get to opt-in for the initial verification email, particularly if
we do this respectfully (eg, up to ~4 emails at reasonable intervals)
* getting the most value from your account, such as configuring it on
additional devices: For this, I'm wondering if a new category should be
created - something like "Get information about configuring your Firefox
Account" or "Tips for getting the most from your account" etc. If
described well, I could see that users may opt-in for this but not
opt-in for general "news". It may even be possible to argue this is
opt-in by default, but that's probably a bridge too far :)
