How can rankings be consistent for all events every year? How each event
shakes down is totally different each year. Some years the top 8 guys go
head-to-head a dozen times. Others, they only might face each other once in
the big meet of the year. So it's impossible to define exactly the criteria
for all rankings. You  have to look at how things panned out for that
particular event in that particular year.
sideshow (who does not take part in the rankings)

Sideshow, that simply is not true.
There will always be special circumstances because the "why" matters.  But
there has to be general guidelines, otherwise we end up here every year.
I coach various athletes, in various events, with differing body types,
differing running styles, etc., I have to address each athlete as an
individual, but it would be all for not if I did not have fundamentals to
guide them.  The rankers fly by the seat of their pants, varying from event
to event, athlete to athlete.  Not good.
