There was a long discussion on the Dutch forum awhile back [1] I tried to convince them not to use landuse=village_green for hedges, plants, flowers etc. in town centers. I believe the consensus was they would still use it for that purpose, especially, since the UK-community also does this [2]
So unfortunately, landuse=village_green is not always this "special" place you find in UK villages.
