Secondo me qui si vuole affermare che se usi i servizi esposti dai server OSM e questi sono down, non puoi rivalerti sulla foundation per eventuali danni derivanti dall'assenza di servizio. Sembrerebbe quindi che se ti scarichi i dati e ne usufruisci da "luoghi" (servizi su tuoi server, SD card, ...) sotto la tua responsabilità diretta non ci siano vincoli al loro uso
