A machine wouldn't know without a set of rules or a hierarchy. But the human 
brain is a lot more sophisticated than a machine, plus it is filled with lots 
of "background" knowledge. Therefore a human (of sufficient intelligence) 
wouldn't have a problem in deciding that the highway is more important than 
the rock in a database called OpenSteetMap.

Once again you have removed the context from your example:
* there is a tag
* among other tags
* on an object
* inbetween other objects
* with (the same or other) tags
* in a database
* with a certain purpose
* shown in an editor
* with a certain shape/colour
* ...
