A machine wouldn't know without a set of rules or a hierarchy. But the human brain is a lot more sophisticated than a machine, plus it is filled with lots of "background" knowledge. Therefore a human (of sufficient intelligence) wouldn't have a problem in deciding that the highway is more important than the rock in a database called OpenSteetMap.
