It may seem so, but in fact voting is just a pastime of a tiny minority of OSMers; the vast majority don't care for either the process or the results. Voting on new tags is as much current practice as, say, tagging lampposts or park benches - some do it with fervour, most don't care. Which is ok - anyone has the right to tag lampposts or to vote. As long as they let the others do their thing.
