According to the wiki as now written (I hate wikis for documentation!) what you have done, and I suggested, is wrong. However there are plenty of cases where people have used it as I suggested because it makes sense and any one implementing reading OSM data for addresses will have to deal with both so in my opinion it makes not one jot of difference.
