I should remark that the barline was a thin-thin double bar, and this
appears to be the start of a new section, although it was not at the start
of a new system, and there was no text announcing the new section. I replied
that I agreed that it seemed more logical in this case to put the clef after
the barline, and later provided inline TeX to do so.

I've now consulted my newly arrived Gardner Read 2nd edition (easy to get
and only ~$20 from Amazon). I haven't (yet) found the answer to this
specific question. But in the chapter on clefs he says "When a clef change
... takes place at the beginning of the following measure, the new sign
should be place before the barline."
