Ugh. 5:45?  12:45?

There's an important lesson in there somewhere about letting
politicians have a say in engineering issues.

Looks like a "minutes" syntax may be desirable. .75 = 45m is bound to
confuse someone.

Which, again, is why the old system is just wrong...
