Well, I think I have to explain a bit, although only "labels" and other things 
from modules are contained through .po files, existing installations have 
products defined  and other usage for each language.

If you have available language you may use it as your default language for 
interface and all the work you do in the system (products etc.).

For example I am not native English speaker, but I often prefer to use English 
for UI. So then I will have to introduce another English language in system in 
order to have normal terminology. This will be at least misleading.

Another example we use multi-language invoice templates 
(English(en_US)/Latvian/Russian), where language is being choose by comparing 
language code, so these have to be changed then. I am sure these are not the 
only examples.

If we have come to a point when we are changing things, why bother creating 
another language? Why repeat effort?
