This has been discussed in depth in the following thread: http://forums.slimdevices.com/showthread.php?t=79894&highlight=time
Look at post #7 for the command needed to actually set the time. This does have to be done by logging into the Touch with SSH from another computer. The RTC clock on the Touch does have a much higher accuracy than the software clock, but none of the functions use it directly, a way would have to be found to periodically copy the RTC time to the system time. Note that one of the developers mentioned that TinySBS was supposed to be trying to make connection to MySB.com periodically and updating its time. From your posts it sounds like you are connected to the internet so this SHOULD be happening, obviously its not, so we need to look into why this connection is not happening. Do you always have a connection to the internet or is it only once in a while? If it's only occasionally that an internet connection exists then that could be part of the problem, if the connection doesn't exist when TinySBS tries to connect to MySB.com then it won't get the time.
