Taylor, Perhaps you should ask someone to add the http://bit.ly/twitter-ad-faq link as a further reading reference into the "2. Advertising Around Twitter Content" section of the API TOS.
Stuff is very fragmented at the moment, and you have to accidentally discover pages on separate domains just to get the full picture. The same goes for further reading on other sections of the API TOS as well.
