I have not seen an update reported to the list unnecessarily delayed. I have seen a lot of historical changes that were announced with short notice.

In the US --- The last DST change was approved August 8, 2005, and effective March 1, 2007. (Congratulations, a one year notice!)

The 1987 DST change was approved July 8, 1986, and legally effective January 1, 1987 (in practice last Sun of April to 1st Sun of April).

The 1966 national DST reintroduction was approved April 13, 1966, and effective immediately for areas already observing DST. Effective April 1st, 1967 (in practice "last Sun of April"). A one year notice for areas that did not observe DST in 1966.

Areas changing time zones usually change on the next DST change date (no year notice). Sometimes they will change on the following DST change date if that makes more sense.
