The default "startup" file is usually perspective looking through the front. 
However for my own work space I shift from perspective view (on/off button on 
RH view control toolbar) and sometime select the view looking straight down. I 
save this as my startup file. I never work in quad view. 

The reason I might want to start a drawing looking straight down is because an 
SDS cube for example will then be created directly on the default ground plane 
but this is a minor consideration for me usually.

File | Edit | View | ....

View->Numeric Window

You should get some nice,sexy input fields
at the bottom of the RS-interface.
