Only a moderator for the Shiro mailing list in question can do
anything other than what you can do yourself.
They are unlikely to be found here.

Are you sure that you are sending the mail to

user-subscr...@shiro.apache.org

And are you sure that you are sending plain text?
And have you checked your SPAM folder for the confirmation request?
And have you replied to the confirmation request?

You can also raise a bug request with Shiro.
