Right, Linux has user profiles just like (except far superior to) Windows, and Firefox on any system is good about keeping settings stored in the user's profile, so you can have completely different browser configurations for each user, and the homepage is a very fundamental part of that. The only operational difference is that on Linux, the Options dialog is not accessed through the Tools menu in FF, I believe it's through the Edit menu (not on Linux at the moment to confirm). So I wouldn't say this is any easier on Linux than Windows, but it's certainly no harder.
