Just two ideas on this: off-board mapsheets with counters on them, or honkin' big counters, say of 800x800 pixels with smaller layers superimposed. The problem with off-board map-sheets is that it makes choosing your SSDs awkward, though using multiple "boards" might work. The problem with 800x800 pixel (+) counters is a) they may push Vassal's design limits and B) the layers aren't a GUI: you'd have to manipulate them with menus. But you could use mapboard layers to enable number counters to increment upward and downward on top of a large, non-stacking counter representing the base SSD.
