I know this came up during the recent discussions on using wiki for tips and it was ruled out.
I have to say I personally don't think that a wiki is the appropriate software for such a task. IMHO a forum/BBS would be better for this -- as eg the ubuntu (that has a howto section) or gentoo people use it (at least that's were I usually find the most useful infos).
With respect to SPAM, I think the main problem with vim tips was that it allowed anonymous comments and didn't use captchas. In my experience, having people to register help avoiding most spam -- although I'm myself a fan of anonymous BBS-based discussions but it appears it's simply not possible any more. If necessary, the use of IP-based black-lists that many BBS provide & maybe captchas should do the rest.
