I would recommend the iPhone 13 Mini, but before you decide I'd take a look at the 13 Pro if money is not a huge concern. You could of course also consider the latest 14 Pro, but that would for you to decide. Here are a few reasons why I suggest 13 Mini or 13 Pro/14 Pro:
1. The SE third Gen is probably a fine phone, but it still has a Touch Id virtual home button. I know many people buy it for exactly that reason, but personally while having both Touch Id and Face Id would be best, if I had to decide between Touch Id and Face Id I would choose Face Id. There is also the fact that the Se third Gen may very well be the last phone with a home button and Touch Id unless (as I said earlier) they introduce under display Touch I dat some point in addition to Face Id. I am saying this because I just read an article where John Prosser, who has a pretty good track record with his predictions, is revealing first information about the iPhone SE 4th Gen which is expected to be released next spring as the new lowe cost iPhone. According to that article that new iPhone SE may look a lot like an XR with a big notch, but it appears that the home button may go away and since I doubt Apple will put a Touch Id capable side button on any phone I guess this means it will of course have Face Id. I would get used to using a phone without home button from the start even though having an iPad you of course would be used to a home button, but if this rumour about the fourth generation SE is true then it means we will never again see an iPhone with a home button. 2. I mention the 13 Pro or 14 Pro because you should really check them out and hold them in your hand and compare then to an iPhone 13 Mini. They really are not all that much larger physically, but you get the benefit of the LiDAR sensor which is required for features like door detection and maybe other things in the future. Lastly, I wouldn't buy an SE because I think having the ability to use MagSafe accessories such as charging pads, cases and external batteries is very nice and to my knowledge not even the third Gen iPhone SE has MagSafe.
