Kelly did say one "must" do this which is not strictly true, but one proponent of this for example is Rob from the Today in iOS Podcast. Whenever he does mention this he usually says that most of the time upgrading goes OK without doing this, but that the likelihood that something might go wrong is much greater if you don't do this. I would agree with this, I have seen way too many upgrades from friends or acquaintances result in problems of various severity and whenever this happens and I asked if they at least force quit all apps and maybe did a restart of the device they said no, they just went ahead and started the update process. In my opinion it is reasonable that fewer problems occur if you do this. iOS may be better than other platforms in this respect, but it's not perfect and apps can use resources or access processes which may interfere with an update and I don't see why I should take this risk if 2 easy steps may avoid it.
