There is little doubt that temperatures of objects or particles in intergalactic space, and even in interplanetary, i.e moon crater temps at the poles, for instance, can get close to a few degrees K, after eons of blackbody radiation with no input.

The speculative point about ZPE being a "prop" for low temps on earth is that the ZPF itself may have a relevance to the entire local frequency spectrum, and is a modulating or (de)modulating influence on the blackbody spectrum. Which is saying that ZPE itself could be tied to some kind of solar interconnection, not purely "space energy" as is the typical classification, but not tied in the normally accepted dynamics of radiation. How can something be blackbody related but not blackbody dominated?

... hmm, just noticed that this is bordering on political incorrectness. but essentially the answer could be a lot like the so-called 5th force - in that there could be a modulation of gravity and/or a modulation of compreture, which is basically due to oddities in electron acceleration (as Mills indicates) especially at the extremes. The concept of "virtual photons" is also interesting if they should become "less virtual" at the extremes.
