Looking around for information on which Jasons might be more interested in LENR and national security than peer pressure, I found the study Reducing DoD Fossil-Fuel Dependence<http://www.fas.org/irp/agency/dod/jason/fossil.pdf>. Clearly the author(s) of this study would be great candidates to approach with the data!
