I managed to install Weewx on a Raspberry Pi 4 (1GB) with Raspbian Duster and the installation went without any issue. The board temperature (with a heat sink on the processor) is around 50 +/- 2C on continuous running of weewx and broadcasting data to Wunderground. I don't get what you mean by time to process skins as I am not familiar with Raspbian OS and also new to Raspberry Pi.
