As I said, In Indian Airlines, the special class for blind and other disabled persons is "M". It has very limited number of seats, may be, one or two on each flight. In some flights they do not have this class at all. In such,cases, they do not issue blind concession at all and you are forced to buy a full fair or any other category of fairs if it is available. I have more than once faced this situation.
