So having dealt with multiple links, I can tell you that if you are missing 
some db's it has to do with alignment. 

We are seeing -55/-59 on our 450m link 
and on our 250m link we are seeing -43/-47 signal (and had to reduce power on 
60ghz on one side.. .i.e. we are not aligned perfectly ) 

So I can say affirmatively there is no 'missing power' it has to do with 
alignment...
