You can make it available how ever you like.  There are many free
ways.  If you want your app hosted, distributed, and searchable on the
Android Marketplace, there is a one time $25 setup fee.  That is an
incredible deal!  Stop complaining.  If your app is at all popular
that probably won't even cover one month of bandwidth costs.

Give me a break. That's like saying M$ should host every Windows app
ever developed on Windows Update for free (???)!  Users always have to
look for software.  This is nothing new.  What advantage would it be
to the non-pc-literate user who has to search through 1000s of apps on
the main marketplace who are made by people that don't even think
seeing their app used is worth a measly $25?

Distribute it off your own website then and you pay the bandwidth
costs per download!  (or just use a different free marketplace)
