I think a lot of the kickback against the $25 comes from Marketplace 
being described with the phrase;

"Developers will be able to make their content available on an open 
service hosted by Google that features a feedback and rating system 
similar to YouTube." (from 
http://android-developers.blogspot.com/2008/08/android-market-user-driven-content.html)

Youtube don't ask for $25 up front, so marketplace isn't really the 
beast that it was originally described as.

Apart from that, developers having to pay to list applications they 
generate no money from which may make Android look a better platform is 
kind of insulting, I certainly wouldn't want to pay someone just so I 
could make their work look better.
