Oops.. I reread the original post... only 2 of the 20,000 are having issues....

Are you sure they are not opening the form.. then getting a cup of
coffee then coming back (+15 minutes later) to fill out the form and
then getting a timeout? (It may only take the user 20 seconds to fill
out the form after it loads... but were they waiting for it?)
