Unless they are lying to me (which is always possible in end user land),
they take the 20 seconds to fill out the form and click SUBMIT
immediately.  No cup of coffee in between.

Oops.. I reread the original post... only 2 of the 20,000 are having
issues....

Are you sure they are not opening the form.. then getting a cup of
coffee then coming back (+15 minutes later) to fill out the form and
then getting a timeout? (It may only take the user 20 seconds to fill
out the form after it loads... but were they waiting for it?)
